"Propaganda was important in keeping the Nazis in power because Goebbels saturated Germany with the Nazi message through radio, film and the Nuremberg rallies, and built a cult of the Fuhrer that presented Hitler as the nation's saviour. Yet it cannot alone explain Nazi control. Terror through the SS and Gestapo silenced those it did not convince, while genuine popularity, founded on jobs and restored order, won real loyalty.
